The group of people with authority to govern a country. The Netherlands is governed by a coalition system — since no single party wins a majority, complex multi-party coalitions (sometimes taking over 200 days to form) govern the country. The Dutch 'poldermodel' of consensus-based governance has been tested by the rise of Geert Wilders' PVV party (largest in 2023 elections), testing Dutch pluralism.
