A Dutch consensus-based approach to policymaking through negotiation among government, employers, and labor unions. The poldermodel (named after the Dutch practice of cooperative water management) became internationally renowned during the 1990s for combining economic flexibility with social protection. It is studied globally as a model of corporatism. The Wassenaar Agreement (1982) is its defining moment — wage restraint for employment.
