English Definition
A change to improve a system without fundamentally overturning it. Russia's history is punctuated by major reform cycles — Peter the Great's Westernization (1700s), Alexander II's emancipation of serfs (1861), Stolypin's agrarian reforms (1906), Lenin's New Economic Policy (1921), and Gorbachev's Glasnost and Perestroika (1985–1991). Each reform either transformed or destabilized the regime. Post-Soviet market reforms created oligarchs and extreme inequality.
